Lib Dem Council Delivers Costed, Responsible Budget — Not Empty Promises

Guildford’s Liberal Democrat-led Borough Council has approved a balanced and forward-looking budget for 2026/27, protecting vital local services while preparing responsibly for the future.

The budget sets out a prudent Medium Term Financial Plan through to 2029/30, ensuring financial stability during a period of national uncertainty and ahead of the transition to the new West Surrey Unitary Authority in 2027/28.

Presenting the budget, Lead Councillor for Finance Phil Bellamy said:

“This is a budget rooted in Liberal Democrat values — responsibility, fairness and community. We are living within our means while protecting the services our residents rely on.”

The Council has delivered a balanced plan for the next two years, safeguarding frontline services including waste and recycling, housing support, community facilities and environmental services in the face of considerable financial pressures. 

All political parties had an opportunity to contribute to the budget through detailed cross-party scrutiny and rigorous budget challenge sessions. As a result, the Council has:

  • Delivered significant savings
  • Secured additional income
  • Prioritised investment in key services
  • Protected support for vulnerable residents

The Conservatives used the budget debate to renew their unfunded pledges and headline-grabbing promises too often seen by residents. This is a budget built on evidence, discipline and honest decision-making and the Conservatives have no real alternative to offer.

“This administration will not gamble with Guildford’s finances,” said Cllr Phil Bellamy, Lead Councillor for Finance, presenting the budget. “Every proposal in this budget is properly costed. Every saving is identified. Every investment is planned for. We will not make promises we cannot afford to keep.”

The Council Tax Support Scheme will continue, with proactive assistance for households facing financial hardship.

The budget proposes a 2.99% increase in Guildford’s share of Council Tax — within government limits — described as a careful and proportionate step to maintain essential local services during ongoing cost pressures.

Looking ahead, over £6 million will be invested in 2026/27 through the capital programme, supporting infrastructure, community assets, environmental improvements and service modernisation. Continued investment in climate action and environmental priorities remains central to the Council’s plans.

Importantly, the budget makes responsible provision for the costs of local government reorganisation, ensuring Guildford enters the new unitary structure on strong and stable financial footing.

The Liberal Democrat-led Council says the difference is simple:
