Liberal Democrats Deliver on Promise to Cap Building Heights in town centre
At its meeting on Thursday 6 November, the Council’s Liberal Democrat Executive approved a new Supplementary Planning Document (SPD) that sets a maximum height of 18 metres – five to six storeys – for new developments. The move fulfils a major 2023 manifesto pledge and aims to preserve the town’s distinctive skyline, heritage and character.
The SPD has been in development for the past year and was rigorously reviewed by council boards and committees before receiving final approval from the Executive. The new rules ensure that height measurements are taken consistently, from the lowest external point of a site to the highest part of a building’s roof.
Cllr Fiona White, Portfolio Holder for Planning, said:
“I’m delighted that our administration has delivered what we promised in May 2023 - and what residents have wanted for many years. Guildford is a special place with unique heritage assets and significant views. This policy ensures it is protected from inappropriate high-rise development and overbuilding pressures.
“Even where a proposal is below the 18-metre limit, it will still need to reflect the surrounding character and setting. I want to thank our planning officers for their excellent work on this policy and am proud of the legacy we’re creating for Guildford.”
